What is Electronic Benefits Transfer (EBT)?

Electronic Benefits Transfer (EBT) consists of an electronic system that enables a participant of the Supplemental Nutrition Assistance Program (SNAP) to make food-related payments using the benefits accrued in the program. 

If a participant purchases at a SNAP authorized retail store, his/her SNAP EBT account will reimburse the store for the purchased food. EBT has been the only method of SNAP issuance since June 2004.

What is The QUEST Electronic Benefits Transfer (EBT) Card?

The benefits that stem from SNAP are transferred in an account that’s held under your name. In order to access this account you need a card.The Fidelity National Information Services (FIS) are the ones responsible for issuing you the EBT QUEST card. Note that EBT here means Electronic Benefits Transfer.

The responsibility to keep your EBT card and PIN secure is completely yours. Note that you cannot replace your benefits in case your Nutrition Assistance or Cash Assistance is used by you or your alternate card holder. Such replacements only take place in case of theft or misuse. 

Moreover, you won’t be charged anything for the first card replacement of the year. After that, you’ll have to pay $5 for every additional replacement. When a replacement request is made by either an alternative card holder or yourself thrice within a period of 12 months, you’ll be issued a card.

However, the issuance will depend on the explanation as to why you need a replacement in the first place.

Functions and Benefits of an EBT Card

An EBT card is similar to a debit card and can be used to withdraw cash benefits from an ATM which displays a QUEST symbol. You can also use it to purchase food with your Nutrition Assistance benefits or to buy products from certain retail outlets.

Once you’re logged in your EBT account at FIS, you’ll be able to:

  • Check the account balance
  • Reset PIN
  • Scrutinize your past transactions
  • Get in touch with customer care in case of a query

EbtEDG, a mobile app, has been launched for EBT cardholders. It’s available for both iOS and Android devices on their respective application stores.

In order to access your account through this app, you’ll need your PIN and the EBT card number at your disposal. This app will allow you to see the balance of your benefits, the authorized SNAP retailers, ATM locations, your scheduled benefits, along with a statement of transactions for the past 60 days.

The Restaurant Meals Program (RMP)

Established in 1978 as a Nutrition Assistance (NA) program, Restaurant Meals Program (RMP) provides certain people who are participants of SNAP the ability to use their EBT QUEST card to make purchases for prepared meals in certain participating restaurants.

This potentially can include the deli section at the grocery store. If every person in an NA household fulfills one or more of the following conditions, that household becomes eligible for RMP:

  • Disabled
  • 60 years of age or older
  • Homeless without a permanent nighttime residence

How To Buy Pizza if You Aren’t in the Restaurant Meals Program?

The majority of states don’t participate in the RMP. Even in states that accept it, the program is only meant for disadvantaged groups like the elderly, the disabled, and the homeless.

That leaves many SNAP recipients wondering: “Can I buy pizza with EBT?” Yes, you can order take-and-bake pizza with an EBT card from pizza places like Papa Murphy’s that fall under the restaurant threshold. For instance, Papa Murphy’s accepts EBT for take-and-bake pizza purchases in 37 states. 

Alternatively, go to the grocery store and use your EBT card to buy a frozen pizza. It’s allowed because it’s not sold prepared and hot. For example, Whole Foods and Sam’s Club accept EBT SNAP for take-and-bake pizzas. It’s a cheap food to buy on your grocery list vs. dining out.

The USDA leaves it upon every state to decide whether or not to extend SNAP through the RMP. You can only use your EBT to order pizza or other restaurant meals if you, and your state, participate in the Restaurant Meals Program. So far, only six states have an elaborate RMP program, including:

  • Arizona
  • Select counties in California
  • Illinois
  • Michigan
  • Rhode Island
  • Maryland



If you live in any of the above states and qualify for the program, you can purchase hot prepared food at fast-food restaurants that take EBT. However, you won’t be able to use your EBT card at out-of-state restaurants.

What Are Alternatives to the Restaurant Meal Program?

Per the USDA, a restaurant is any place that makes more than 50% of its total sales from the food it cooks/heats at the point of sale to be eaten on-site or takeout. That rule applies to most pizza places and fast-food restaurants. Unless you and your state participate in the RMP, you won’t be able to purchase hot, prepared pizza at a restaurant.

The Restaurant Threshold

Unlike restaurants, retailers have a threshold test. It’s based on whether they generate the majority of sales from food that customers can take home and prepare themselves. Most of these places have a good chance of qualifying for SNAP approval if they submit a sales report to the USDA and Nutrition Service.

If you don’t qualify for the RMP, you can use your EBT card to order pizza from pizza places that fall under the restaurant threshold. Take-and-bake pizza shops are a good example. Grocery Stores

That said, some states like Michigan, Illinois, and Maryland don’t disclose participating RMP restaurants. In this case, visit or contact your local SNAP agency to get a complete list of SNAP RMP-approved restaurants in your state.

1. Papa Murphy’s

Papa Murphy’s is a well-known take-and-bake pizza chain that falls under the restaurant threshold. There are about 1,300 Papa Murphy’s locations in 37 states, with most of its locations in Washington, California, and Oregon.

You can use your EBT card to buy take-and-bake pizza at any of its locations. Since take-and-bake pizzas aren’t eaten at the restaurant, they are included as a regular grocery purchase.

That said, Papa Murphy’s doesn’t participate in the Restaurant Meals Program (RMP), and you won’t be able to purchase hot and prepared pizza at any of its restaurants.

2. Pizza Hut

Pizza Hut has over 6,600 pizza restaurant locations across the US. It’s known for its slogan, “No One Out Pizzas the Hut.” You may also know it for the “BOOK IT! Pizza Hut accepts EBT at select California locations only. The pizza chain is not approved in states outside of California. You can buy hot and prepared food from the regular menu.
